Dubai Customs, the first customs administration in the GCC to offer an online refund facility, has experienced significant growth with its in-house developed Smart Refund System. The platform streamlines and simplifies refund and claim procedures for guarantees deposited under duty-suspended cases. The Smart Refund System helps Dubai Customs calculate refunds more accurately and efficiently, reducing revenue leakage and significantly minimizing refund time.
Between 2014 and 2015, the system processed 1.5 million claims, marking an 89% growth compared to the 818,000 claims processed during 2012 and 2013. Since its launch on October 1st, 2013, nearly 1.5 million online refund requests have been lodged through the system. The Smart Refund System has processed claims worth AED 13 billion, including AED 809 million in refunding deposits and saving AED 8.5 billion in clients’ accounts.
Customs revenue generated by the system amounted to AED 3.6 billion in 2014 and 2015, a 71% increase compared to the AED 2.1 billion generated in 2012 and 2013. The Smart Refund System balances effective control measures with facilitating trade flow to and from Dubai, making the city more appealing to global investors.
The system supports various functionalities, including 24/7 online claim submission, centralized claim processing, and mobile-based claim submission and tracking services. The automated refund process is consistently applied to all imports and exports, improving staff productivity by 50% and increasing customs revenue by 71%.
Dubai Customs focuses on high-risk areas while increasing the clearance process’s productivity for low-risk shipments, which constitute nearly 98% of local goods transactions. Importers and exporters benefit from a faster refund process, with transaction delivery refunds approved 86% faster than before.
